There are two main reasons why foot tattoos aren't a big thing (according to a tattoo artist I once read about): 1) The feet are one of the areas of the human skin that contain a lot of nerve endings, which make them ticklish, but also very pain sensitive. So in the unlikely case, someone wants a tattoo there, which in any case is already really painful, they won't be able to go as deep as they would in other areas of the body. 2) Feet are one of the areas with a high rate of skin replacement, so a tattoo will fade and eventually disappear relatively fast, especially since they usually aren't done very deep (see 1). So it might not be that noticeable by now anyways.
